Architect Paul Rudolph designed this unique block, made up of assembly-built prefabricated units, for an American trade union. But other unions, when they saw the plans, yelled, "Foul!" and vetoed the idea. Rudolph, dismayed, talks to IAN BALL about the future of this and other ideas - such as replacing an expressway with a building two miles long.
